He was a Liberal Party of Australia member of the Victorian Legislative Assembly from 1970 to 1985, representing the electorate of Polwarth.Burgin was born in Horsham, and attended Pimpinio State School and the Ballarat School of Mines, where he studied agricultural engineering.
