Cesare Balbo, Conte di Vinadio (21 November 1789 – 3 June 1853), was an Italian writer and statesman. Balbo was born in Turin on the 21st of November 1789. His father, Prospero Balbo, who belong to a noble Piedmontese family, held a high position in the Sardinian court, and at the time of Cesare’s birth was mayor of the capital. His mother, Enrichetta Taparelli d'Azeglio, died when he was three years old; and he was brought up in the house of his great-grandmother, the countess of Bugino.
