Moncef Belkhayat (born 28 January 1970 in Rabat) is a Moroccan politician of the National Rally of Independents party. He served as the Minister of Youth and Sports in Abbas El Fassi's government in 2009.In 1988, he earned his High school diploma. In 1992, he graduated from the High Institute of Commerce and Business Administration (ISCAE). From 1992 to 1995 he served as a sales Rep for the group Procter & Gamble in Morocco.
