Phillip S. Bolling (born circa 1849, died April 18, 1892) was an African-American brick mason and politician. In 2013 Bolling, along with his father Samuel P. Bolling, was one of several African Americans that were commemorated by the Commonwealth of Virginia for their service to the Virginia House of Delegates during the time period of 1869 to 1890.Bolling was born into slavery around 1849 to Samuel P. and Ellen Bolling.
