Walters is a city in Cotton County, Oklahoma, United States. The population was 2,551 at the 2010 census, a loss of 4.0 percent from 2,657 at the 2000 census. The city, nestled in between twin creeks, is the county seat of Cotton County. The city's motto is "Small town; Big heart."
