Debra Elaine Higgins is a Canadian provincial politician, who was the Saskatchewan New Democratic Party member of the Legislative Assembly of Saskatchewan for the constituency of Moose Jaw Wakamow from 1999 to 2011. She is currently the mayor of Moose Jaw, Saskatchewan, having been elected as the city's first female mayor in the Saskatchewan municipal elections, 2012.She was first elected in the 1999 election and was re-elected in the 2003 and 2007 elections.
