Foy Van Dolsen (November 29, 1911 - March 5, 1990) was an American movie character actor. He appeared in many movies, such as Never Say Die, Tom Sawyer, Detective, Reaching for the Sun, and North West Mounted Police. He is best known for playing "Panama Pete, the Phantom" in the 1941 Universal horror film Horror Island. The Phantom was one of Universal's more impressive monster-villains, tall, with a mustache, wearing a hat and cape, with a most menacing voice.
