James Edward Kelly (born February 14, 1960) is a retired American football player, a quarterback in the National Football League (NFL) for the Buffalo Bills and in the United States Football League (USFL) for the Houston Gamblers. Kelly was the third quarterback taken in the 1983 NFL Draft, which featured six quarterbacks taken in the first round where John Elway was the first pick.
