The first China Northeast Summit (Chinese: 东北四省区合作行政首长联席会议) took place in Shenyang on April 16, 2010, and resulted in a framework agreement (Chinese: 东北四省区合作框架协议) between the provincial governments of Liaoning, Jilin, Heilongjiang, and Inner Mongolia. All top government and party leaders of the Northeast gathered with the purpose of coordinating and integrating their regional development strategies. The first Summit decided to hold future meetings once every year and with rotating presidency.
