Alderman Stephen William Moutray MLA (born 25 February 1959) is a unionist politician from Northern Ireland. He is a member of the Democratic Unionist Party (DUP) and is currently Mayor of Craigavon Borough Council.Moutray was elected to Craigavon Borough Council in 2001 as a DUP councillor. He is member of all the major committees and is vice-chairman of Environmental Health Committee.He was elected as MLA for Upper Bann in 2003 for the DUP and returned in 2007.
