He was born in Brockville, Ontario and became an executive and manufacturer by career, particularly as president of medicine manufacturer G. T. Fulford Co..Fulford graduated from the University of Toronto and also attended at Harvard University.He was elected as a Liberal to the Ontario Legislature in 1934 at the Leeds riding, serving under Mitchell Hepburn's government.
