Herbert Theodore Milburn (born 1931) is a United States federal judge of the United States District Court for the Eastern District of Tennessee.Born in Cleveland, Tennessee, Milburn received a B.S. from East Tennessee State University in 1953 and was in the United States Army, Security Agency from 1953 to 1956. He received a J.D. from the University of Tennessee College of Law in 1959, and was in private practice in Chattanooga, Tennessee from then until 1973.
