From 2000 to 2006, he served in the California State Assembly representing the 38th Assembly District based in Northwest Los Angeles County.Born in Syracuse, New York, Richman graduated from Birmingham High School in 1971 and earned his Bachelor of Science in 1975 from the University of California, Davis, where he played baseball and was named an All-Conference pitcher.
