It intends to build a large number of photovoltaic power plants with a capacity totaling upwards of 2,700 megawatts (MW), several times larger than the world's largest photovoltaic power plants currently operating. It will be constructed on brownfield land that is unusable for agriculture due to excess salt pollution. Initial operation is expected in 2015.
